PropelA is a four-year project beginning in 2026. It is implemented by Swisscontact and financed by the Hilti Foundation.
The project aims to economically empower 900 Tanzanian youth by improving their employability through a high-quality, industry-oriented education system. This will be achieved by launching a dual apprenticeship model in electrical installation and plumbing, equipping young people with skills that respond to labour market demand.
PropelA will facilitate the programme in collaboration with 30 construction companies and public and private vocational education and training stakeholders in Dar es Salaam and Dodoma.
In the long term, dual apprenticeships in electrical installation and plumbing are expected to become institutionalized within Tanzania’s vocational education and training system. Apprenticeships should also become a strategic human resources solution for companies.
To support the implementation of the PropelA project, Swisscontact is seeking a Training Coordination Officer based in Dodoma, Tanzania.
Position Summary
The Training Coordination Officer will serve as the primary liaison between Swisscontact’s PropelA project and Don Bosco Technical Training College (DBTTC).
The position is responsible for coordinating project implementation, supporting improvements in training quality, and facilitating the integration of PropelA activities into institutional systems to promote sustainability and long-term ownership.
Key Responsibilities
Project Coordination and Institutional Integration
- Serve as the primary focal point between Swisscontact and DBTTC.
- Coordinate the planning, implementation, and monitoring of PropelA activities at DBTTC.
- Develop and track work plans, activity schedules, deliverables, and action points.
- Facilitate communication and collaboration between project and institutional teams.
- Support the integration of PropelA interventions into DBTTC systems, processes, and operations.
- Identify implementation challenges and recommend corrective actions to ensure the timely achievement of project objectives.
Training Quality Implementation and Capacity Development
- Support the implementation of activities designed to improve training quality.
- Coordinate Training of Trainers (ToT), coaching, mentoring, and capacity-building activities for workplace learning partners.
- Support the implementation and monitoring of classroom-based and workplace-based learning activities.
- Promote continuous improvement in training delivery and learning outcomes.
Monitoring, Reporting, and Learning
- Maintain accurate records of project activities, outputs, outcomes, and supporting documentation.
- Collaborate with the Monitoring and Evaluation team to collect, verify, and report project data.
- Prepare project and activity reports as required.
- Document lessons learned, success stories, challenges, and best practices.
- Use monitoring findings and stakeholder feedback to improve implementation quality.
Quality Assurance and Compliance
- Support compliance with national technical and vocational education and training quality standards and accreditation requirements.
- Assist in preparing documentation required for inspections, accreditation, certification, and audits.
- Monitor adherence to agreed training quality standards.
- Ensure compliance with Swisscontact policies, donor regulations, safeguarding requirements, and applicable national laws.
Additional Responsibilities
- Support additional project-related activities assigned by the Training and Learning Quality Coordinator or Project Manager.
- Perform any other duties reasonably required to achieve project and organizational objectives.
Required Qualifications, Experience, and Competencies
Candidates should have:
- A bachelor’s degree in education, technical and vocational education and training, project management, social sciences, development studies, or a related field.
- At least three years of experience in project coordination, TVET, workforce development, education, or skills development programmes.
- Experience working with training institutions, employers, and government stakeholders.
- Experience in monitoring, reporting, and activity coordination.
- Strong coordination and organizational skills.
- Excellent stakeholder engagement and relationship-management skills.
- Strong written and verbal communication skills.
- The ability to prepare reports and maintain accurate records.
- Strong problem-solving and analytical abilities.
- Proficiency in Microsoft Office applications.
- The ability to work independently and as part of a multidisciplinary team.
Workplace and Travel Requirements
The primary duty station will be Dodoma. The position will require a few irregular visits each year to Morogoro and other locations in East Africa.
