  • ROLE SUMMARY

Our client is seeking a Policy and Delivery Expert to support the development and implementation of policy frameworks and delivery strategies for energy sector initiatives. The role will focus on strengthening institutional capacity, driving policy reforms, and ensuring effective execution of programme priorities to accelerate energy access and sector transformation.

  • ROLE AND RESPONSIBILITIES

Support development and implementation of energy sector policies and regulatory frameworks.

Drive delivery of programme priorities and strategic objectives.

Provide technical advice to government institutions and senior decision-makers.

Strengthen institutional capacity for policy implementation and service delivery.

Coordinate stakeholders across government, development partners, and the private sector.

Support programme planning, prioritisation, and performance management.

Produce policy briefs, strategic updates, and recommendations for senior stakeholders.

  • KEY DELIVERABLES

Policy and Regulatory Framework Assessments.

Delivery Strategy and Implementation Plans.

Institutional Capacity Strengthening Reports.

Stakeholder Coordination and Engagement Reports.

Quarterly Policy and Delivery Progress Reports.

  • REQUIREMENTS
  • Experience Required

Minimum 8 years of experience in policy development, public sector delivery, energy sector reform, or related fields.

Proven experience working with government institutions and development partners.

Demonstrated experience in driving policy reforms and programme delivery.

  • Technical Requirements

Master's Degree in Public Policy, Energy, Economics, Development Studies, Public Administration, or related field.

Strong understanding of energy sector policy, regulation, and institutional frameworks.

Expertise in programme delivery and performance management.

Strong analytical and report-writing capabilities.

  • Other Skills

Strategic thinking and problem-solving ability.

Excellent stakeholder management and negotiation skills.

Strong communication and presentation skills.

Ability to work effectively in a fast-paced, multi-stakeholder environment.

  • WORKING ARRANGEMENT

Based full-time in Lilongwe, with periodic travel within Malawi as required.
