Duties and responsibilities

General responsibilities

• Analyse collected and compiled data on market trends and investment portfolios.
• Prepare the Medium-Term Expenditure Framework for public and statutory entities.
• Prepare post-budget performance analyses.
• Analyse and provide recommendations on the corporate annual plans and budgets of public enterprises.
• Collect public relations and communication information required for the Budget Speech and Annual Economic Report.
• Institutionalize strategic planning, budgeting, monitoring and evaluation skills within PISCs.
• Evaluate and research market trends and identify investment opportunities.
• Perform other duties related to the role as assigned by the immediate supervisor.

Commercial and non-commercial entities

• Provide input into the preparation of performance contracts for commercial and non-commercial entities.
• Prepare performance contract frameworks, manuals and guidelines for commercial and non-commercial entities.
• Manage the database of periodic performance reports submitted by commercial and non-commercial entities.
• Interpret financial performance information generated through OTRMIS for commercial and non-commercial entities.
• Provide input into the review of key performance indicators used by commercial and non-commercial entities.
• Maintain correspondence with commercial and non-commercial entities to facilitate the smooth collection of non-tax revenue.
• Assist in developing dividend policies in collaboration with other departments.
• Provide input into the review of strategic plans, business plans and budgets of commercial entities.

Management services entities

• Review and recommend for approval organizational structures, salary structures, schemes of service and incentive packages.
• Analyse organizational structures and recommend improvements.
• Review and recommend financial regulations for approval.
• Analyse and recommend the staff regulations of public institutions and statutory corporations for approval.
• Facilitate PSCs in reviewing staffing levels.
• Facilitate the preparation of training programmes for PSCs.
• Facilitate the preparation of induction programmes for newly appointed board members and chief executive officers.
• Maintain and update the Board of Directors Management Information System.
• Perform other duties related to the role as assigned by the immediate supervisor.

Qualifications and experience

Applicants must:

• Be employed in the public service.
• Hold a bachelor’s degree in one of the following fields:
  • Accounting
  • Accounting with Information Technology
  • Finance
  • Banking and Finance
  • Actuarial Sciences
  • Economics
  • Commerce
  • Business Administration
  • Business Administration majoring in Finance
  • Bachelor of Science in Business Information
  • An equivalent qualification from a recognized institution
• Have at least four years of work experience in a related field.
