QHSE Engineer - Sewerage & STP Project

• Key Responsibilities
• HSE Implementation & Culture: Develop, enforce, and maintain the Project HSE Plan on-site, fostering a proactive zero-harm safety culture among workers and subcontractors.
• Risk Assessments: Lead Hazard Identification and Risk Assessments (HIRA) specifically tailored to sewerage pipe laying (trenching/shoring) and STP structural work
• Permit to Work (PTW): Manage the site PTW system, focusing closely on high-risk operations including confined space entry, deep excavations, heavy lifting, and hazardous chemical handling.
• Quality Assurance & Control: Conduct regular site quality inspections on structural concrete, pipe integrity, and mechanical/electrical installations to meet client specifications.
• Environmental Monitoring: Oversee proper wastewater management during construction, ensure systematic hazardous waste disposal, and monitor compliance with Angolan environmental protection guidelines.
• Training & Audits: Design and deliver site safety inductions, job-specific training, and daily Toolbox Talks (TBT). Conduct regular internal QHSE audits on site operations and subcontractor compliance.
• Incident Investigation: Lead root-cause analysis for any site near-misses or incidents, implement robust corrective and preventive actions (CAPA), and compile comprehensive monthly QHSE data metrics

Education: Bachelor’s Degree or Higher Diploma in HSE Management, Environmental Engineering, Civil Engineering, or a related field.

Experience: A minimum of 5 years of experience as a QHSE professional, with at least 2–3 years explicitly dedicated to water infrastructure, sewerage pipelines, or STP/WTP construction projects.

Language Skills: Dual fluency in Portuguese (for communicating with local crews and authorities) and English (for corporate reporting and documentation) is highly desirable.Technical Knowledge: Proven familiarity with deep excavation hazards, shoring systems, gases in confined spaces ($H_2S$, methane), and biological risks related to wastewater utilities.
