Job Description

The KCMC University is a newly full-fledged University owned by the Good Samaritan Foundation. It trains health professionals in clinical, biomedical and allied health sciences. It seeks to recruit competent and committed human resources.

1.0 ADMINISTRATIVE POSITIONS

1.1 Principal Estates Management Officer Grade I (1 Post)

(i) Educational Qualifications

Bachelor’s and Master’s Degree in Estates Management, Property and Facilities Management, Real Estate Management, Building Engineering, Building Survey, Land Management and Valuation or equivalent
Minimum 12 years working experience in related position

(ii) Knowledge, Skills and Abilities

i. Knowledge in estates or facilities management
ii. Organization and time management
iii. Communication and influencing skills
iv. Analytical and problem-solving skills
v. Decision-making skills
vi. Leadership and project management
vii. Attention to detail
viii. Commercial awareness
ix. Customer service skills

(iii) Duties and Responsibilities

i. Provide technical guidance on estates management
ii. Plan and control maintenance activities
iii. Develop estates management strategy
iv. Develop and review policies
v. Coordinate maintenance and rehabilitation of assets
vi. Preventive and corrective maintenance scheduling
vii. Prepare sketches and minor alterations
viii. Landscaping improvement programmes
ix. Manage university assets and facilities utilization
x. Budget preparation for capital development
xi. Contract negotiation with vendors
xii. Technical reporting and project progress reports
xiii. Supervise junior staff and contractors
xiv. Performance monitoring and coaching
xv. Oversee major projects
xvi. Ensure quality and compliance standards
xvii. Coordinate external contractors and stakeholders
xviii. Other duties assigned

1.2 Principal Planning and Investment Officer Grade I (1 Post)

(i) Educational Qualifications

Master’s Degree in Planning, Project Planning and Management, Finance and Investment, Development Planning, Monitoring and Evaluation or related field
Minimum 12 years senior experience in planning/investment role

(ii) Duties and Responsibilities

Planning Functions
  • Strategic plan implementation and monitoring
  • Evaluation of corporate strategic plan
  • Development of annual rolling plans
  • Preparation of annual reports
  • Data collection methodology development
  • Compilation and analysis of university data
  • Operational cost evaluation
  • Staff and student projections
  • Budget supervision
  • Annual work plan compliance
Investment Functions
  • Investment strategy development
  • Investment planning and documentation
  • Monitoring investment implementation
  • Risk assessment
  • Investment research
  • Other assigned duties
Resource Mobilization Functions
  • Resource mobilization strategy implementation
  • Proposal development for funding
  • Income-generating activities
  • Monitoring donor and funding opportunities
  • Stakeholder engagement
  • Training and awareness on resource mobilization
