Amref Health Africa -Tanzania is a non-profit public health organization that has been supporting the Government of Tanzania in addressing public health issues, including maternal and child health, HIV, TB, Malaria, and nutrition, since 1987.

1. Project Officer-Afya Himilivu

Job summary

The Project Officer will support the effective implementation of the Afya Himilivu Project by coordinating field activities, providing technical assistance, strengthening stakeholder engagement, monitoring project performance, and ensuring timely reporting of project results.

The position will work closely with Regional and Council Health Management Teams (RHMTs and CHMTs), health facilities, Community Health Workers (CHWs), community structures, and other stakeholders to improve access to quality health, nutrition, and climate-resilient health services.

The Project Officer will ensure that project interventions are implemented according to approved work plans, donor requirements, national guidelines, and organizational standards while contributing to improved women’s and children’s health outcomes and strengthened community climate change resilience.

Duties and key responsibilities

1. Project implementation and coordination

  • Coordinate day-to-day implementation of project activities in assigned districts and regions.
  • Work with the Project Manager in packaging evidence generated alongside the identified project strategic components for the project.
  • Organize and coordinate trainings, workshops, review meetings, supportive supervision visits, and community-based and outreach activities.
  • Follow up on implementation of agreed action points from technical meetings and supervision visits.
  • Ensure project activities are implemented according to approved plans, timelines, and quality standards.
  • Support integration of project interventions within existing government systems and structures.

2. Technical support

  • Provide technical assistance to health workers, CHWs, and community-based structures on project interventions.
  • Support implementation of Maternal, Newborn, Child and Adolescent Health (MNCAH), Nutrition, Sexual and Reproductive Health (SRH), Community Health, and Climate-Resilient and Climate Smart Health System interventions as well as community event-based surveillance interventions.
  • Facilitate dissemination and application of national guidelines, standards, and protocols.
  • Support implementation of quality improvement initiatives at facility and community levels.
  • Participate in supportive supervision, mentorship, and coaching activities to strengthen service delivery.

3. Stakeholder engagement and collaboration

  • Maintain effective working relationships with government authorities, implementing partners, and community stakeholders.
  • Participate in district, regional, and community-level coordination meetings.
  • Support engagement of local leaders, youth groups, women’s groups, and community structures in project activities.
  • Promote government ownership and sustainability of project interventions.
  • Facilitate communication and information sharing among project stakeholders.

4. Monitoring, evaluation, learning and reporting

  • Support routine collection, verification, and compilation of project data.
  • Ensure timely compilation of project reports from all components and liaise with M&E officer at country office to ensure prompt data is filled in Amref Health Africa Information system (AIMS) submitted to the project manager on monthly bases.
  • Track implementation progress against project targets and indicators.
  • Conduct routine monitoring visits and provide feedback to implementing teams.
  • Assist in data quality assessments and validation exercises.
  • Prepare activity reports, monthly updates and document project success stories, case studies, best practices, lessons learned, and other project documentation.
  • Support utilization of project data for planning, decision-making, and performance improvement.

5. Financial and administrative support

  • Support preparation of activity budgets and logistical arrangements for project implementation.
  • Ensure activity expenditures comply with approved budgets and organizational procedures.
  • Prepare and submit activity documentation, participant lists, attendance records, and supporting reports.
  • Coordinate logistical requirements and preparations for meetings, trainings, and field activities.

6. Documentation and knowledge management

  • Document project achievements, innovations, best practices, and lessons learned and share in the knowledge management portal, but also disseminate widely.
  • Support development of abstracts with case studies, success stories, presentations, and communication materials for sharing in national and regional forums.
  • Maintain accurate project records and filing systems.
  • Contribute to preparation of donor reports and project performance updates.
  • In liaison with the Project Manager and other technical staff in Amref Health Africa, actively participate in programme development and proposal writing consistent with Amref Health Africa strategic approaches.

7. Accountability

  • Supervision: Ensures link between district, region and Amref for the effective implementation of the project.
  • Decision Making: Ensures sound decisions that promote cooperation with councils, accountability and effective and efficient reporting.
  • Responsibility over data or Information: Coordination of all data and information of the project from the field for sharing with the project manager.

Qualifications, experience and skills required

  1. At least 7 years of experience in community health systems strengthening and community development, working in a mission-driven organization.
  2. Bachelor’s Degree in Public Health, Environmental Health, Nursing, Medicine, Nutrition, Social Sciences, Community Development, or a related field.
  3. A Master’s Degree in Public Health or a related field will be an added advantage.
  4. Experience working with Local government authorities, government institutions, accreditation bodies, or workforce regulatory frameworks is highly desirable.
  5. Strong knowledge of Tanzania’s health system, national health policies, guidelines, and strategies.
  6. Demonstrated experience in implementing Maternal, Newborn, Child and Adolescent Health (MNCAH), Nutrition, Sexual and Reproductive Health (SRH), Community Health, and health systems strengthening programme.

2. Laboratory Officer – AMR

Job summary

The Laboratory Officer – AMR will provide technical leadership and implementation support for laboratory and AMR surveillance activities.

The role will support sentinel laboratories to strengthen bacteriology and antimicrobial susceptibility testing, quality assurance, external quality assessment, corrective action, and GLASS data quality and reporting.

Duties and key responsibilities

1. Laboratory readiness and quality improvement

  • Support rapid laboratory readiness assessments and capacity verification of the nine Fleming Fund-supported Antimicrobial Resistance (AMR) sentinel laboratories to ensure preparedness for high-quality AMR surveillance and diagnostic services.
  • Provide structured technical mentorship, supportive supervision, and on-site coaching to laboratory personnel on bacteriology, antimicrobial susceptibility testing (AST), quality management systems, internal quality control, biosafety and biosecurity, specimen collection and management, laboratory information management, and data quality practices.
  • Support laboratories to enroll in, maintain, and effectively participate in External Quality Assessment (EQA) and proficiency testing programmes, ensuring timely implementation and monitoring of corrective and preventive actions (CAPAs) arising from supervision visits, audits, and proficiency testing results.
  • Promote compliance with national laboratory policies, standard operating procedures, and internationally recognized quality standards, including ISO 15189, Clinical and Laboratory Standards Institute (CLSI), and European Committee on Antimicrobial Susceptibility Testing (EUCAST) guidance, as applicable.
  • Support implementation of continuous quality improvement initiatives that strengthen laboratory performance, diagnostic accuracy, and the reliability of AMR surveillance data.

2. AMR surveillance and data use

  • Support timely, complete, accurate, and high-quality reporting of AMR surveillance data to national surveillance platforms and the WHO Global Antimicrobial Resistance and Use Surveillance System (GLASS) in accordance with national reporting requirements.
  • Collaborate with laboratory personnel, clinicians, pharmacists, and surveillance teams to analyse, interpret, and disseminate AMR surveillance findings, antimicrobial susceptibility profiles, and facility antibiograms to inform antimicrobial stewardship, infection prevention and control, and evidencebased clinical decision-making.
  • Contribute to the analysis, interpretation, validation, and synthesis of laboratory and surveillance data for national AMR surveillance reports, the National Action Plan on Antimicrobial Resistance (NAP-AMR) midline review, policy briefs, scientific publications, and other project knowledge products.
  • Support data quality assurance activities, including routine data verification, validation, completeness checks, and consistency assessments to strengthen the quality and reliability of surveillance information.

3. Monitoring, documentation and coordination

  • Document laboratory capacity gaps, mentorship outcomes, supervision findings, corrective and preventive actions (CAPAs), and follow-up recommendations, while systematically tracking progress toward their implementation and closure.
  • Work closely with the Ministry of Health (MoH), National Public Health Laboratory (NPHL), sentinel surveillance sites, implementing partners, and other key stakeholders to ensure coordinated implementation of laboratory strengthening activities and timely, accurate technical reporting.
  • Prepare high-quality technical reports, presentations, assessment tools, guidance documents, and recommendations that support programme implementation, donor reporting, and evidence-based decision-making.
  • Contribute to sustainability planning, institutional capacity strengthening, and transition strategies to ensure continued functionality and long-term resilience of laboratory systems and AMR surveillance activities beyond project implementation.

Qualifications, experience and skills required

  1. Bachelor’s degree in Medical Laboratory Sciences, Biomedical Laboratory Sciences, Medical Microbiology, or another closely related laboratory or biomedical science discipline from a recognized institution.
  2. A Master’s degree in Medical Microbiology, Laboratory Management, Public Health, Epidemiology, Laboratory Quality Management, or a related field will be an added advantage.
  3. Current registration and valid practicing license with the relevant professional regulatory body, where applicable.
  4. Minimum of five (5) years of progressively responsible experience in clinical or public health laboratory services, including hands-on experience in bacteriology, culture and identification of bacterial pathogens, and antimicrobial susceptibility testing (AST).
  5. Demonstrated experience in implementing laboratory quality management systems (QMS), including internal quality control (IQC), external quality assessment (EQA), proficiency testing, corrective and preventive actions (CAPAs), and continuous quality improvement initiatives.
  6. Proven experience providing technical mentorship, supportive supervision, onsite coaching, laboratory assessments, and capacity strengthening for laboratory personnel.
  7. Practical experience in laboratory biosafety and biosecurity, specimen management, laboratory information management, and quality assurance practices.
  8. Sound knowledge of antimicrobial resistance (AMR) surveillance systems, laboratory data management, and national and global AMR reporting requirements, including the WHO Global Antimicrobial Resistance and Use Surveillance System (GLASS).
  9. Strong understanding and practical application of internationally recognized laboratory standards and guidelines, including ISO 15189, Clinical and Laboratory Standards Institute (CLSI), and/or European Committee on Antimicrobial Susceptibility Testing (EUCAST) methodologies.
  10. Experience working with national laboratory networks, public health laboratories, health facilities, and government institutions in laboratory systems strengthening or AMR surveillance programmes.

Job summary

The Project Officer – AMR will provide technical implementation support across the AMR component, with particular emphasis on antimicrobial stewardship, use of AMR surveillance evidence, One Health coordination and follow-up of national and facilitylevel technical actions.

Duties and key responsibilities

1. Technical implementation

  • Support the effective implementation of approved Antimicrobial Resistance (AMR) and Antimicrobial Stewardship (AMS) interventions in accordance with the approved work plan, budget, results framework, donor requirements, and national policies, guidelines, and standards.
  • Coordinate and provide technical support for the implementation of the Commonwealth Partnerships for Antimicrobial Stewardship (CwPAMS) huband-spoke model, strengthening collaboration among pharmacy teams, multidisciplinary clinical teams, Medicines and Therapeutics Committees (MTCs), and health facility management.
  • Facilitate the review, interpretation, and utilization of AMR surveillance data, facility antibiograms, antimicrobial consumption data, and medicines use information to strengthen evidence-based prescribing practices and antimicrobial stewardship interventions.
  • Support the development, adaptation, and dissemination of technical guidelines, standard operating procedures, mentorship tools, training materials, policy briefs, meeting documentation, and other implementation resources.

2. Government and stakeholder coordination

  • Maintain effective collaboration with the National AMR Secretariat, Medicines Control Committee (MCC), AMR Technical Working Groups (TWGs), National Public Health Laboratory (NPHL), sentinel surveillance sites, professional associations, academic institutions, implementing partners, and One Health stakeholders.
  • Coordinate follow-up of technical recommendations, action points, and decisions arising from governance, coordination, and project implementation meetings, ensuring timely implementation and reporting.
  • Support the planning, coordination, and implementation of World AMR Awareness Week (WAAW) 2026 activities, transition planning, and the dissemination of AMR evidence, policy briefs, technical publications, and knowledge products.
