You will define objectives and constraints; sets priorities; determines organizational guidelines. You will assure all employees receive equal consideration in determining qualifications, selections, training, details, promotions, reassignments, discipline, and awards. You will provide input to the planning of long-range programs. You will initiate actions to ensure that branch skills, personnel mix, and facilities will develop to support these long-range programs, while maintaining sufficient flexibility to accommodate changes.
