This position is in the Office of International Transportation and Trade and serves as a division chief and Senior Transportation and Trade Negotiator with responsibility for the formulation of the Department of Transportation's positions and the preparation of economic, operational and policy analyses for international trade negotiations and for international trade and foreign direct investment problems.
As a Supervisory International Transportation Specialist, you will: Serves as the division chief with operational and personnel authority for the Trade Policy Division's non-supervisory staff and formulates annual and long-range plans for programs and work priorities. Formulates recommended United States' positions and strategies for achieving United States' objectives for negotiating international trade agreements and for resolving trade problems with counterpart countries and foreign direct investment problems through intermodal and interagency review. Develops, negotiates, and ensures compliance with transportation provisions of international trade agreements impacting the transportation sector with elements of the Department of Transportation, Office of the U.S. Trade Representative, Department of State, other U.S. Government agencies, international national organizations, foreign governments, foreign embassies, state and local governments, private industry, and the public. Participation in international meetings and/or trade negotiations, both bilateral and multilateral, to represent U.S. Department of Transportation and the United States. The ideal candidate has experience as a manager or leader and is a motivated and self-reliant professional, having experience conducting international trade and foreign direct investment analysis, expertise in formulating trade policy or negotiating international bilateral and multilateral transportation and trade agreements between the United States and foreign Governments, and managing people and programs.
CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance the organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and budget availability, and a service agreement may be required. SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
