About the Position: Incumbent will work under the general supervision of the Operations Manager, Tennessee Tombigbee Waterway Project.
Share fully in the provision of supervision over subordinate supervisors, team leaders, and indirect employees involved in natural resource management and navigation.
Ensure subordinate supervisors plan the work under their control, establish workload priorities, and make assignments based on difficulty, complexity, and employee capabilities.
Review and accept or reject work accomplishment, evaluate subordinate employee performance, and identify or satisfy the training needs of subordinates.
Make decisions on work problems presented by subordinate supervisors and collaborate with heads of other units to negotiate, decide on, or coordinate work related changes.
Compile, analyze, and summarize financial data (e.g., salaries, expenses, facilities, equipment) under conditions of great uncertainty and difficulty.
Monitor the availability and use of funds and conduct detailed analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and accomplishments.
Analyze program funding estimates to identify efficiencies, excesses, trends, or imbalances to ensure that annual financial plan objectives are met.
Serve as the contractual authority on the acceptability and applicability of contractual matters related to navigation and natural resources programs.
Serve as the Contracting Officer’s Representative (COR) and review contract terms or technical specifications to identify special provisions and clarify contractual requirements
Monitor contractor technical, management, and cost performance over the life of the contracts to ensure compliance.
Perform contract related services such as writing scopes of work, estimating, site surveys, contractor selection, negotiation, and performance monitoring.
Exercise program management responsibility for the management of project funding and in accomplishing a variety of overall project supply.
Coordinate technical and administrative requirements with local, state, or other authorities to obtain necessary approval actions.
Develop or coordinate the development of necessary designs, specifications, work plans, and cost estimates to execute projects.
Perform annual and multi-year fiscal planning and analysis for interrelated complex substantive programs with widely varying needs, goals and objectives.
