You will serve as a SUPERVISORY CONSTRUCTION MANAGER with Bureau of Reclamation, Upper Colorado Basin. Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Construction Manager. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 3 nights per week. You must obtain a government charge card for travel purposes. Some of the major duties you will perform include but are not limited to the following: Sets and adjusts priorities, plans work and is responsible for quantity and quality of work performed. Exercises significant responsibility in dealing with officials of other organizations and in advising higher level management officials. Give advice, counsel, or instruction to employees on both work and administrative matters. Directs, coordinates, and oversees the work of subordinate supervisors and staff. Supervises and conducts a safety and health program for subordinates including the following: 1) instruction in safe operating procedures and policies; 2) investigation of all accidents/incidents including preparation of reports and forms, evaluation of the causes and effects, and determination of corrective action required; 3) supervisory safety meetings and enforcement of safety rules and regulations, and 4) follow-up action on specific safety health problems within the staff. Directs full range of field activities required for construction and collection of construction related data for various projects. Directs inspections, surveys, investigations, materials control, and Operation and Maintenance (O&M) activities during construction. Facilitates the work of all parties concerned to ensure the most efficient and least cost to the Government. Provides technical guidance, advice, and expertise to subordinate staff in carrying out the complex and quality assurance program of construction for civil, structural, mechanical, and electrical engineering components of water resource features. Performs Project Management duties for geographically dispersed projects with regard to all phases of project development from planning through construction involving regulatory, budgeting and funding, and procedural requirements for said projects. Develops, prepares, and administers budget for projects assigned for all personnel and other costs related to the proper execution of the project. Makes recommendations to resolve complex construction problems involving major controversies. Reviews contractor's construction plans to ascertain construction is planned and conducted in accordance with requirements of the specifications. Must provide proof of U.S. citizenship. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
