This Highly Qualified Expert (HQE) at NORAD/USNORTHCOM serves as the principal advisor to the Combatant Commander on strategic facility and infrastructure initiatives. The role leads the planning, modernization, and sustainment of HQ facilities at Peterson SFB, ensuring operational readiness and continuity for critical North American aerospace and homeland defense missions.
The incumbent oversees the full lifecycle of campus facility projects, from planning and programming to modernization and close-out. They provide independent reviews of area development plans to align infrastructure investments with operational priorities, ensuring designs for mission-essential spaces are mature and ready for rapid construction. They also integrate energy management, environmental compliance, and force protection into all facility proposals. Leveraging mastery in multidisciplinary engineering, the advisor drafts and recommends technical standards governing campus infrastructure. They ensure the seamless integration of architecture, IT, life/fire safety, and Unified Facilities Criteria (UFC) compliance, while advising on historic preservation to balance mission needs with regulatory obligations. The position provides specialized financial and technical analysis to support the command's budget submissions (POM) and program execution. They advise leadership on funding strategies for construction and real estate and serve as the Senior Technical Advisor to Contracting Officers (CO/CORs) to monitor contractor performance, evaluate compliance, and resolve complex technical disputes. As a Special Technical Advisor to the Combatant Commander (CCDR), the incumbent provides authoritative counsel on highly complex engineering challenges. They supply critical technical data to support leadership during engagements with Congress, the Department of War (DoW), Air Force agencies, and local governments. They also assist in high-level negotiations with contractors and federal partners to resolve conflicts. The advisor facilitates cross-functional teamwork to advance the command's modernization agenda, ensuring mutually supportive technical reviews across directorates. Additionally, they mentor facility management staff and engineers, designing technical training frameworks to cultivate organizational depth and sustain long-term engineering expertise within the workforce.
