This position provides contracting support for all TSA Headquarters and Field Support locations. Key duties include negotiating contract awards, modifications, and close-outs/terminations in support of TSA's principal mission of protecting the Nation's transportation systems and other Administration priorities. This position may also support Critical Incident Management Group activations and perform emergency procurements. This Public Notice - Contract Specialist (Direct Hire) position is located in the Mission Support (MS), Contracting and Procurement (CP) Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Independently plan, negotiate, lead, and/or administer complex contracts/procurements of goods, systems or services with specialized, state-of-the-art, critical, or scarce requirements. Develop and/or review complex contractual pricing arrangements and incentives characterized by multiple incentives requiring sophisticated contracting techniques and sharing arrangements such as cost-plus-incentive-fees or fixed-price-incentive-fees. Manage all contractual aspects of a major program requiring long-range procurement planning and administers complex contracts which require day-to-day negotiations of significant contract changes, monitoring numerous special provisions, coordinating extensive subcontracting involvement, and observing rigid time frames. Monitor contractor performance and a large number of subcontractors while negotiating forward pricing rates and claims, complex changes, and terminations or contract close outs.
