This position is located in the Executive Office of the President, Office of Management and Budget (OMB), Natural Resources, Energy, Science & Water Programs Division. The incumbent plans, conducts, and completes special analyses and studies to support budget, legislative, management, financial management, procurement, information resources and regulatory policymaking for major federal programs and issues. As a Program Examiner, GS-0301-15, your typical work assignments may include the following: Leads analyses of Federal space, aerospace, science, technology, and national security programs involving space exploration, satellite systems, launch capabilities, research initiatives, and defense space operations. Evaluates agency budget submissions, legislative proposals, strategic plans, acquisition initiatives, and program performance related to organizations such as the National Aeronautics and Space Administration. Develops recommendations concerning funding, policy, program effectiveness, mission execution, operational performance, and organizational priorities affecting civilian and national security space programs. Plans and conducts complex analytical studies involving scientific, technical, operational, budgetary, and policy considerations with broad organizational or government-wide impact. Assesses financial, operational, legislative, and performance data associated with space missions. Coordinates and collaborates with senior agency officials, scientists, engineers, contractors, and interagency stakeholders to evaluate issues, resolve challenges, and develop recommendations on complex or sensitive matters. Plans briefing materials, decision memoranda, testimony, policy papers, reports, and executive correspondence concerning space missions. Advises senior leadership on budgetary, operational, management, and policy issues affecting Federal space exploration. Oversees implementation of approved policies, budgetary actions, and strategic initiatives related to space systems Identifies emerging risks, operational challenges, technological developments, and strategic opportunities affecting Federal space and aerospace programs, recommending corrective or strategic actions as appropriate. Leads or coordinates cross-functional and interagency initiatives involving competing priorities, evolving national objectives, and high-visibility space and technology programs. Represents the organization in meetings, briefings, negotiations, and interagency discussions related to space policy.
