You will serve as a Highway Safety Specialist and report to the Chief, Enforcement and Justice Services Division, Research and Program Development, Office of Safety Programs. The office has national responsibility for developing and improving behavioral highway safety programs aimed at reducing highway crashes, injuries, and deaths.
The Highway Safety Specialist, you will: Oversee, and coordinates demonstration projects or programs of particular sensitivity or breadth, particularly undertakings that require the integration and synthesis of information from multiple program areas including comprehensive knowledge of traffic law enforcement programmatic content and emerging trends and issues. Establish and maintain effective partnerships with other Department of Transportation operating administrations, other external government agencies at the national, State and local levels with interest in highway safety by coordinating program activities, interpreting NHTSA policies and procedures, and furnishing authoritative advice. Serve as a Contracting Officer Representative (COR) and technical advisor for various behavioral highway safety and demonstration projects within assigned areas of responsibility by developing procurement documents including statements of work and cost estimates and coordinate implementation of programmatic efforts with appropriate NHTSA elements, contractors/consultants, State and local agencies, professional organizations, and other recognized experts in the field. Prepare technical reports and briefing materials regarding assigned areas of responsibility as required by Congress, the Secretary of DOT, the NHTSA Administrator, and the Associate Administrator, and other offices, which form the basis for the evaluation of ongoing and planned programs or presentation of new concepts and programs. Ideal candidate for this position possesses experience and a solid understanding of traffic law enforcement as related to public health issues and behavioral highway safety, injury prevention, programs, and policies, especially as they relate to traffic law enforcement countermeasures and programs. Experience in supervisor or manager as a law enforcement officer is desired but not required.
CONDITIONS OF EMPLOYMENT: As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
