This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Senate Office Buildings (SOB), Assistant Superintendent, Facility Support Division, Project Delivery Branch. The General Engineer (Construction Management) will provide design and project management support for the SOB facilities.
Tour of Duty: Monday-Friday hours range from 6:00 am to 5:00 pm with flexible start and end times, subject to approval by supervisor. Project Management: The incumbent performs construction project management, with an emphasis on capital renewal and capital improvement projects involving existing facilities and infrastructure. Serves as a Project Manager with responsibility to develop and manage the design and construction of multi-million dollar SOB facilities renewal and improvement construction and renovation projects. Projects may include renovation, rehabilitation and alteration of buildings and infrastructure systems. Helps project management team develop more complex projects. Implements state-of-the-art design of new construction and renovations, alterations or upgrades to existing facilities in accordance with established criteria, codes and design standards. Prepares and updates project schedules for project delivery efforts and implements a project management system to facilitate review, control and reporting on all project matters. Construction Management: Coordinates utilities repair and alteration/renovation and construction projects. Utilizes technical expertise of construction techniques and equipment to monitor the progress of assigned alteration/renovation and construction projects. Maintains Government copy and understanding of contractors' progress schedules. Notifies senior CM staff when activities are out of tolerance. Prepares comprehensive reports on technical and administrative aspects of the assignments for review of senior engineers, Facility Manager and higher management levels as needed. Observes and monitors construction operations to identify unforeseen problems. Recommends design modifications as deemed appropriate to resolve issues resulting from unusual conditions. Contractor Oversight: Serves as Contracting Officer's Representative (COR) to ensure accurate and adequate oversight of contractor performance according to contract requirements. Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Observes construction activities at all stages to assist in identifying problems. Manages projects covering all crafts, trades and services. Oversees the preparation of contract specifications, surveillance plans, payment schedules and technical evaluation plans. Initiates inspection test procedures, contract modifications and standards checklists for evaluating contractor procedures and operations. Technical Advice and Guidance: Conducts studies to develop criteria for situations encountered during field inspections. Provides expert guidance, technical advice and consultation on project administration. Observes and monitors construction and maintenance operations to identify unforeseen problems.
