This position serves as Facility Operations Specialist with responsibility for the facilities management program on one or more administrative units. Participate in managing all phases of the buildings and facilities maintenance program, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems. Manage and arrange daily, weekly and monthly inspections as well as annual, 3-year and 5-year planning for buildings, utilities, grounds, sanitation and other facilities. Conduct facility safety and health compliance inspections and monitor compliance with safety and health regulations. Assist in preparing estimates of cost for supplemental budget requests for funding to cover unforeseen maintenance needs. Develop alternatives for repair and/or replacement of existing systems and arrive at a solution which is compatible with budgetary constraints. Evaluates facility plans and design objectives including conducting surveys and investigations to establish the necessary data to initiate facility designs. Provides technical assistance to other staff, contractors, and cooperators to document issues and determine appropriate solutions for complex issues or problems. Serves as a Contracting Officer’s Representative for architect/engineer, service, construction, and supply contracts. Performs supervisory duties less than 20% of the time.
