The mission of the Logistics Policy and Programs directorate is to align policies and processes to create auditable, agency-wide capabilities that support the warfighter. The Executive Director ensures agency processes are effective and efficient, analyzing capability execution and developing auditable policies to maximize efficiency and ensure legal compliance and manages strategic plans and initiatives, influencing policy and capability development to enhance future logistics support.
The incumbent serves as the Executive Director, Logistics Policy and Programs, providing oversight for Material Policy, Process and Assessment, Strategic Programs & Initiatives. Specific duties are as follows: The Executive Director provides executive leadership in integrating and synchronizing key business and supply chain management functions, across multiple classes of supply, with warfighter requirements. They ensure availability of consistent and auditable Agency capabilities; manage the Agency's Sales and Operational Planning (S&OP) process to align resources across the Agency's demand and supply chains to ensure warfighter support outcomes are achieved with optimal efficiency. The incumbent advises the J3 Director as the Agency's "voice of the business", as the Director applies capabilities against identified and validated warfighter requirements. In addition, the Executive Director is responsible for all related directorate transformation initiatives and interface with associated Agency transformation programs. Serving as J3's lead on the enterprise Flag/GO/SES level Partner's Board which is the Agency senior decision-making body for program integration and transformational initiatives. The Executive Director exercises oversight and management of the Enterprise-wide internal processes required to deliver value-added logistics solutions to warfighters. These include stabilizing and improving order fulfillment, demand, planning and forecasting, and tech/quality processes across the enterprise for all demand and supply chains. In addition, The Executive Director is charged with reducing lead-times, reducing blocked purchase requisitions, reducing unfilled orders, and improving warfighter support fill/rates to prevent backorders. Accomplishing these responsibilities requires the incumbent to align resources across all demand and supply chains through a robust sales and operations planning (S&OP) process. A key outcome of the S&OP process managed by the Executive Director is to link supply and demand, through increased warfighter collaboration capabilities. The incumbent is also responsible for refining planning process parameters (e.g. Safety stock, coverage durations, etc.) to ensure optimal support to the warfighter as well as provide oversight for global alignment/optimization of supplies in the DLA Distribution system to reduce transportation times to the warfighter. They will also ensure that Alternatives to Forecasting methods are utilized in instances where forecasting proves to be a less efficient method to achieve a given level of effectiveness. The incumbent of this position provides continuity of operations and functional expertise across a broad range of business responsibilities which are critical to the long-term mission success of DLA as a supplier of logistics goods and services. The Executive Director directs long-term management of DLA business operations in materiel policy, process, and assessment. These business operations are key enablers to provide DLA Headquarters (HQ) and Major Subordinate Commands (MSCs) with the capacity to perform worldwide supply support. They constitute the foundation that supports Agency interaction with COCOMs, Services, and warfighters. Modernization of these business operations and incorporation of best commercial business practices directly impacts the ability of the Agency to sustain an annual supply program of approximately $44B. The business operations overseen by the incumbent directly affect worldwide supply support to approximately 150,000 worldwide supply warfighters, including all the Armed Forces and Federal agencies.
