The position is in the Office of Equal Employment Opportunity (OEEO) for EXIM's headquarters and regional offices. This office creates enterprise-wide goals and objectives to review EXIM's programs and processes through both civil rights and EEO lenses. Also, OEEO works internally with EXIM leaders to create and execute modifications, and to maintain compliance with EEO laws and regulations by the Equal Employment Opportunity Commission (EEOC). Duties include, but are not limited to: Functions as the chief technical advisor to the President and Chairman and as such, manages and directs the execution of a broad range of compliance responsibilities focused on the application of civil rights and equal opportunity laws, regulations and precedent decisions to eliminate illegal discrimination and to remove barriers to equal opportunity to EXIM staff nationwide. Directs the design, execution, and evaluation of the agency's EEO Program, ensuring compliance with federal mandates and alignment with agency strategic priorities. Provides executive-level guidance to eliminate systemic barriers and implement affirmative employment and equity initiatives. Leads multi-office governance efforts, establishing standards, performance measures, and agency-wide guidance. Oversees the processing, investigation, and resolution of high-risk, precedent-setting, or highly complex discrimination complaints. Directs fact-finding strategies, evidentiary reviews, and framing of legal theories for EEO cases. Negotiates settlement agreements and conciliates highly sensitive complaints impacting agency operations. Leads the agency's ADR program; mediates high-stakes or sensitive disputes. Addresses organizational conflict, equity concerns, and recurring systemic issues between offices or leadership entities. Develops conflict resolution strategies to strengthen organizational culture and trust. Prepares agency-wide reports including MD-715, Civil Rights reporting, and senior-level dashboards. Formulates data-driven recommendations that influence decisions at the highest executive levels. Advises Congressional committees, OMB, oversight bodies, and senior leaders on EEO trends and barrier elimination efforts. Leads change management initiatives, including system modernization, policy reform, and equity transformation. Represents the agency in interagency forums and federal EEO councils. Conducts and/or reviews informal counseling, Accept/Dismissals, Investigations, Final Agency Decisions (FADs), Final Orders, settlement agreements, breach allegation and compliance determinations.
