The Deputy Under Secretary for Intelligence Partnerships (DUS-IP) position is located in the U.S. Department of Homeland Security (DHS), Office of intelligence and Analysis (I&A). I&A is a unique member of the U.S. Intelligence Community (IC). I&A specializes in sharing unique intelligence and analysis with operators and decision-makers to identify and mitigate threats to the homeland. The Deputy Under Secretary for Intelligence Partnerships supports the Under Secretary for Intelligence and Analysis by managing and directing a wide range of programs aimed at establishing and improving intelligence support to State, local, tribal, and territorial (SLTT) partners, as well as private sector partners, in coordination with the DHS Intelligence Enterprise and Intelligence Community. Specific responsibilities include: Managing a mature, professional homeland security intelligence enterprise that addresses priorities set by the Secretary, as well as the Director of National Intelligence's National Intelligence Priorities Framework, and advocates on behalf of SLTT and private sector partners with the Federal Government and Intelligence Community. Overseeing DHS efforts to achieve and enhance the compatibility and analytic capacity of state and major urban area fusion centers, which are the focal point of the broad effort to promote transparency among all levels of government through information sharing in the cross-cutting endeavor to thwart terrorism and other homeland threats. Providing guidance and direction in developing operational policies, procedures, and programs for fostering cooperation and coordination among Federal agencies, SLTT homeland security entities, and the private sector to effectively communicate and analyze threats to the homeland. In accordance with the priorities of the Under Secretary and Principal Deputy Under Secretary, instituting a well-coordinated, Federal Government-wide approach to supporting and interfacing with state and major urban area fusion centers. Implementing a standard process to quickly identify and disseminate information regarding emerging homeland threats, and reviewing, analyzing, and reporting on locally generated information identifying regional trends and national threats. Developing robust outreach and support to operational components and DHS partners at the state, local, tribal, territorial, and private sector levels to provide homeland security intelligence support and promote analytic collaboration. Managing an organization with several divisions of personnel working in the National Capital Region and deployed across the United States and U.S. territories. The Office includes a multimillion-dollar budget. Overseeing the overall planning, direction, and timely execution of program operations, including the development, assignment, and higher-level clearance of goals and objectives for subordinate managers. Making recommendations on multi-year and long-range work plans and budgets developed by subordinate managers. Overseeing the implementation of long-range plans, goals, and objectives for the work directed. Adjusting policy and plans to respond to changes in appropriations levels or other legislative changes, managing operational changes throughout the organization, and addressing major changes to the structure and content of the program or program segments directed. Representing I&A's contributions to Congress and other senior-level officials.
