The Deputy Executive Director, Flight Standards Service A sets national aviation safety policy, directs the development of Federal aviation safety regulations, and exercises independent executive judgment on the complex safety questions the Service must resolve. The Deputy Executive Director provides direct executive direction and oversight to two functional service offices and leads a matrixed organization, national and international in scope, comprised of approximately 1,432 federal personnel and 249 contract personnel. The incumbent's leadership team includes 2 direct report Executives (Directors), 4 additional Executives (Deputies), and 15 supervisory L band managers. Oversight is provided to the Office of Safety Standards and the Office of Foundational Business. Leads the development and promulgation of major Federal aviation safety regulations, directing national rulemaking under Title 14 CFR from the identification of a regulatory need through the notice of proposed rulemaking, the public comment period, and issuance of a final rule. Provides senior technical direction on airworthiness and operational standards, flight technologies, unmanned aircraft system (UAS) integration, designee and delegation policy, aircraft and airmen registration systems, and internal evaluation, investigation, and aviation security functions. Oversees and manages an annual budget of approximately $363 million (reconciled with Service wide allocations) alongside an estimated $30 million support services contract portfolio. Provides executive direction over international operations, harmonizing U.S. flight standards with foreign civil aviation authorities and international bodies. Oversees the aircraft and airmen registration systems and the technical criteria applicable to the registration of civil aircraft and to the qualification, currency, and recency experience for airmen certification.
