As a Contract Specialist, you will be responsible for pre-& post-award functions pertaining to highly complex, multidisciplinary supply, service, information technology, construction and Architect-Engineer contracts, and interagency agreements in support of WAPA's mission. This is NOT A REMOTE POSITION. For WAPA employees, location is negotiable, limited to their current duty station; all other applicants are restricted to be physically present at one of the duty locations listed. As a Contract Specialist, you will: Perform in-depth analyses of all cost elements in contractor proposals and developing competitive range determinations that significantly influence source selection. Mentor lower-graded personnel as subject matter expert, providing technical guidance and fostering professional development, and actively contributes to team initiatives as directed by leadership. Draft and secure legally defensible determinations and findings, preparing robust solicitation documents, and executing all phases of contracting from initial requirement identification through final contract close-out. Adjudicates complex claims, negotiates and settles disputes, initiates and manages terminations for convenience or cause. Monitors Government property reporting and utilization, provides authoritative direction to Contracting Officer Representatives (CORs), approves substantial payments, and ensures meticulous contract closeout. Exercise full contracting officer (CO) authority as formally delegated by the Head of the Contracting Activity, operating with a high degree of independence and accountability. Must be able to obtain and maintain a Contracting Officers Warrant within 12 months from date of hire. This position is designated as Emergency Essential and you may be required to be placed in a 24/7 on-call status during emergency situations.
