As an Acquisition Oversight Branch Chief, you will serve as branch supervisor and principal expert procurement analyst and authoritative advisor/consultant on acquisition oversight and contracting laws, regulations, principles, and practices. Location of position: GSA, Technology Transformation Services (TTS), Technology Acquisition Division, Acquisition Oversight Branch. We are currently filling one vacancy, but additional vacancies may be filled as needed. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees and balances workload. Develops performance standards and evaluates the performance of subordinates. Advises, counsels, and instructs employees on both work and administrative matters. Approves expenses comparable to within-grade increases,extensive overtime, and training. Provides strategic planning for the branch and holds individual subordinates accountable on execution. Reviews, evaluates, and provides specific expert guidance concerning a wide range of highly complex and intricate contracting policies and procedures, specifically how it relates to emerging technology requirements. Takes a leadership role in solving problems and makes presentations to agency and program office management officials, customer/partner agencies, congressional staff, and other comparable entities and individuals. Actively participates in conferences and working groups on matters of considerable consequence or importance to the program office and acquisitions managed by the employing organization. Serves as a senior expert and/or principal procurement analyst in work groups assigned projects for activities such as digital technology acquisition, procurement policy, or agency acquisition career management. Such work includes working collaboratively with internal offices across GSA to inform changes to the Federal Acquisition Regulation, General Services Administration Acquisition Manual, acquisition letters, and/or other guidelines pertaining to the acquisition workforce. Monitors GSAwide acquisition policies, procedures, and management concepts pertaining to procurement of digital products and services. Participates in developing and overseeing digital acquisition policies, processes, and procedures specifically how it relates to emerging technologies. Develops program office acquisition operating procedures, operational guidance, and processes. Serves as principal expert procurement analyst responsible for recommending, developing,and/or implementing contracting strategies, procedures, and guidance. Actively integrates the organization's strategic plans, mission, vision, and values into team/work group priorities, acquisition strategies, and work products. Ensures alignment between day-to-day actions and broader initiatives, organizational (e.g., division, program office) goals, and comparable activities. Reviews contractual actions for conformance with regulatory requirements and procurement practices, develops policies and procedures, and provides guidance to other activities concerning a wide variety of procurement issues. Oversees program office acquisition workforce administrative matters such as warrant and training certifications and reviews and responds to workforce related policy questions. Acts as either the Bureau Certification Manager or the training coordinator for TTS acquisition personnel. Assesses workforce competencies, analyzes acquisition workforce and performance data, and implements targeted development initiatives to address skill gaps and support workforce planning. If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position Serve a one year supervisory or managerial probationary period, if required.
