The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Property Accounting and Reporting Division (AFM-300) is responsible for the full range of property and financial management functions to identify all FAA assets. The Division ensures that asset costs are correctly classified, and the costs are capitalized timely when the asset is ready for its intended use. The Accountant prepares, reviews, and reconciles financial statements and other reports to meet property and financial management reporting requirements. Examine, analyze, interpret, report and present on financial data and records. Applies detailed knowledge of financial systems with applicable experience to accomplish related assignments. Serves as a contributing member of a team for projects/programs within a defined area of responsibility performing a combination of routine, multiple, and varying progressively difficult assignments under the general direction of a manager, program manager, team leader, or more experienced professional. Performs accounting functions requiring analytical, procedural, and technical skills designed to advance the analytical, judgment, procedural and technical skills. Interprets Federal accounting standards related to the property and financial management functions. Contributes knowledge and technical skills for special projects to include implementation of new accounting standards for property management or assists higher level staff in their accomplishment of financial/accounting assignments of greater scope. Assists with development of recommendations for solving the property and accounting reporting Division issues where direct application of well-established principles of professional accounting are applied. Prepares findings for use in formal and informal briefings to FAA Line of Business/Staff Office. Use automated financial management tools/databases to include Capitalized Assets Processing Suites -CAPS, DELPHI, and computer-generated products within the Microsoft Office suite to produce reports of financial data such as monthly reconciliations and quarterly accruals for capitalized property. Review and analyze financial reports generated by the financial system, identifying problems and discrepancies. Participate in the preparation of recurring financial management reports, statements, and supporting justifications. Reviews data in reports and financial statements and identifies abnormal trends and control weaknesses. Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks. Reference policies/procedures for guidance as required for completion of assignments. Work is reviewed regularly during assignments and at completion to ensure timeliness and ensure all aspects of financial/accounting requirements comply with policies/procedures.
