Reports to IHS Headquarters. The official duty station is Rockville, Maryland. However, an alternate duty station may be negotiated if it is closer to another Indian Health Service Area Office or field location, subject to agency approval. Incumbent prepares spending plans and apportionments; issues allotments to the Areas; prepares management reports; performs reconciliations; & responds to data calls. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Prepares annual spend plans Prepares apportionment requests Issues allotments and allowances Performs detailed analysis and prepares management reports Performs reconciliations Responds to data calls. Crosscuts, consolidates, and analyzes large volumes of accounting and financial data drawn from multiple systems and sources to identify trends, anomalies, and funding issues, and to produce clear, actionable analytical products for management decision-making. Utilizes advanced Excel functionality (e.g., pivot tables, macros, complex formulas, data modeling) to manage, manipulate, and present large and complex datasets accurately and efficiently. Analyzes and maintains manual and automated accounting system ledger accounts that reflect fund status of the accounts. Prepares fiscal year end closing reports and determines the necessary adjustments required to close out the subsidiary and general ledger accounts. Records monthly estimates of increases. Reconciles supporting document files with monthly reports of open account balances for all current and prior year fund accounts. Reviews and evaluates accounting procedures. Provides expert advice and technical assistance to Indian Health Service Headquarters and the 12 Area Offices regarding Continuing Resolution allocations, apportionments, allotments, allowances, and request for additional funds. Provides staff assistance to the Director in the accomplishment of recurring and special assignments. Performs other duties as assigned. Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment. A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service. Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability. Applicants are strongly encouraged to prioritize this requirement and to maintain regular communication with their assigned Personnel Security Specialist throughout the process. Financial Suitability Requirement: This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying. Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS). Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant.
