Oxfam in Malawi and Mozambique under the Southern Africa Cluster has a Program Priority on Gender Justice, which is focused on Gender Equality, Women’s Rights and Empowerment. The goal of the Gender Justice programme is that “Diverse women, girls, and marginalized groups fully realize their rights, exercise their leadership, and live a life free from violence, discrimination, and poverty.” Some of the objectives of the Gender Justice programme include: 1) women, girls, and marginalised groups live free from violence; 2) diverse women, including young women, have full agency, exercise their rights, and shape decisions in all levels of social, economic, and political life; and 3) women, including young women, enjoy their rights to control and benefit from resources, assets, income and their own time, and their paid and unpaid work is valued in societies and economies

To contribute to these priorities, Oxfam has been implementing a project titled, “Gender Transformative Climate Resilience Initiatives for Malawi And Mozambique” with funding from the African Development Bank (AfDB) through the Africa Climate Change Fund (ACCF). The project is being implemented in two districts of Zomba in Malawi, and Chókwè in Mozambique in collaboration with partners. In Malawi, Oxfam partnered with Zomba City Council, Zomba District Council, University of Malawi and Rural Women’s Assembly; and in Mozambique the initiative is being implemented in partnership with Chókwè Municipality, Lionde administrative post, Gender Affairs Coordination Centre (CeCAGe) – Eduardo Mondlane University, Higher Polytechnic Institute of Gaza (ISPG) and Association of Final-Year University Students of Mozambique (AEFUM)

The Project’s Ultimate Rights Outcome is: Increased realization of rights among women, girls and youth for establishing a foundation for low carbon and climate resilient development in districts of Zomba in Malawi, and Chókwè in Mozambique. Three indicators measure the Ultimate Rights Outcome as follows:

At its inception in February 2023, the project planned to reach out to 12,863 people in Chókwè, Mozambique. The project was initially planned to conclude operations in November 2024 but was granted an extension and will phase out in June 2026

• Evaluation Mandate

In accordance with AfDB/Africa Climate Change Fund (ACCF) evaluation policies and procedures, ACCF financed projects are required to undergo a project completion evaluation at the end of the project. This Terms of Reference (TOR) sets out expectations for the preparation of the Project Completion Report (PCR) for this ACCF funded project in Chókwè, and in accordance with the ACCF PCR template

• The Purpose of the Assignment

Oxfam in Mozambique having successfully completed the implementation of the project, intends to recruit an individual consultant to develop a Project Completion Report (PCR). The overall objective for undertaking this assignment is to assess the project results against what were expected to be achieved and to draw lessons that can both improve the sustainability of benefits from this project and help in the overall enhancement of ACCF programming in the future

The PCR serves as a basis of comparison between the expected state of the project at the time of appraisal and its actual state at the time of completion. It is a vital document that records how the project was implemented to allow the post-evaluation team to draw lessons to be learned by AfDB/ACCF and its beneficiary(ies) to improve the design and performance of future projects

In this respect, Oxfam in Mozambique intends to recruit an Individual Consultant to produce a Project Completion Report (PCR) according to AfDB/ACCF standards, guidelines, and procedures. The Consultant’s report should be based on the AFDB/ACCF standard template of PCR

• Scope and Objectives of the Project Completion Evaluation

The evaluation will cover the entire project duration, from 7th February 2023 and will address the following specific issues:

Project design: The evaluation will assess the extent to which the overall project design remains valid, and will review the project’s concept, strategy, and approach within the context of effective capacity development and sustainability. Specifically, the evaluation will assess the:

• Extent to which the underlying assumptions remain valid

Approach used in design and whether the selected intervention strategy addressed the Root causes and principal threats in the project area

• Plans and potential for replicating or scaling up the site-based experiences

Review the project Theory of Change and Logical Framework using the ACCF Check list to assess its adequacy, indicators and baseline developed during the inception phase, represented the best project strategy for monitoring and measuring the project results during implementation and evaluation

Reconstruct/revise the Theory of Change (ToC) and Logical Framework (LF) if necessary and in consultation with the project implementors. If the ToC or LF is missing, construct a retrospective one paying particular attention to outcome, output, indicator and activity statements according to the attached ACCF Guidance Notes Nos. 8 & 10 which will be shared by Oxfam

• Extent to which the underlying assumptions remain valid
