Job Description

Dublin , Reporting to the Chief Information Officer (CIO – at Assistant Secretary level) and working closely with the Director of Operations and Platforms, the Director of Technology and ICT Transformation will lead a team of circa 4 Principal Officers and over 120 staff, managing a complex ICT portfolio and major change programs with significant technology dependencies. They will oversee high-value service contracts with IT providers and lead the Enterprise Architecture function to align technology with departmental, Government and EU objectives. A key priority will be developing a new Target Architecture to reduce legacy platform risks and enable modern, data-driven services. Key priorities include advancing cloud migration, strengthening cybersecurity, embedding automation and AI technologies, and enabling innovative service models that support remote working and digital self-service. As a member of the ISD Management Board, the Director will champion transformation strategies aligned with the Programme for Government and DSP’s Statement of Strategy, challenging traditional approaches, continue to gain operational effectiveness from our ICT investment and demonstrating the potential of new emerging technology and paradigms (such as proactive customer service). Strategic initiatives will include providing strategic oversight and evaluation of enterprise architecture decisions, including the replacement and/or re-platforming of legacy monolithic platforms, implementing enhanced proactive service for our customers and implementing a core pillar of the government’s Digital Public Service Plan 2030 (such as Life Events services). The Director will sit on the ISD Management Board and lead strategies such as the ICT, Data, AI and Cloud Strategies, and contribute to implementing strategies such as the Security and IT Skills, ensuring alignment with the Programme for Government and the Department’s Statement of Strategy and acting as a thought leader and advocate for digital transformation. This role faces significant challenges: maintaining continuous service delivery while modernising systems, meeting growing demand for ICT services and data, ensuring compliance with GDPR, ISO 27001 and NIS2, strengthening cybersecurity, and leveraging automation technologies including AI. An understanding of social welfare and employment services, or the ability to quickly acquire it, will be important, alongside the ability to develop practical and innovative ICT solutions. The ideal candidate will have proven experience in ICT transformation and large-scale change programmes, strong stakeholder engagement and contract management skills.
