Serves as a Utility Systems/Repairer/Operator performing tasks involved in the operation, maintenance, and repair of the Clarksburg VAMC Utility Plants. Incumbents will be assigned to two (2) Utility Plants; Boiler Plant, and Chiller Plant & outbuilding low-pressure boilers and are responsible for being able to operate both plants. Plans all work revolving around physical plant and auxiliary thermodynamic systems. Manage short term and long-term goals of the section, forecasting and tracking staff workload. Plan contract work, review technical contract submittals, and ensure proper payment and coordination. Assign resources and distribute jobs and work to staff. Plan a quarterly, biannual, and yearly use of subordinate staff and other resources . Regulate resource requirements, and the types of skill necessary to accomplish long-range work schedules. Deliver data and guidance to higher level supervisors, management officials, and staff organizations on feasibility of work assignments. Participate with superiors in planning conferences and meetings. Establish deadlines, and plan work assignments based on general work schedules. Plan use of subordinate workers equipment, facilities, materials Track and report work progress, schedules, material and labor requirements Assign work to staff. Provide guidance and assistance . Oversee work and ensure quality assurance. Review and analyze work accomplishments, cost, and utilization of subordinates to evaluate work progress. Participate with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Take corrective action and recommend solutions to supervisors regarding work direction, requirements, and operations. Inspect work for quality assurance and compliance. Conduct formal performance ratings, recommend disciplinary actions, conduct changes in performance standards, and interviews and ratings of new FTE. Provide advisement of new practices, and provide training to employees. Ensure safety and good housekeeping practices Maintain work reports and records and plan and establish overall leave schedules. Recommend assignment, reassignment, and determine the training needs of subordinates. Represent management at meetings, negotiations, and union issues. Operate, maintain and repair high -pressure boiler plant consisting of three (3), gas/oil fired high pressure boilers that deliver 12000 lbs/hr of steam per each boiler, boiler feed-water pumps, condensate pumps, deaerator, condensate return systems, chemical feed systems, and associated auxiliary equipment Ensure that all boilers and associated equipment are operated IAW manufacturer recommendations, VA directive, and VA Boiler Plant Operations policies. Collect samples in the Boiler Plant from boiler, feed water, condensate, andmakeup water systems. Perform and analyze chemical tests on collected samples and chemically treats water systems to maintain proper chemical levels. Operate and monitor graphic control systems and various metering systems for the boiler plant, chiller plant, and Medical Center HVAC systems. Operate multiple, complex and specialized centralized, multiple zone systems Check temperature sensing points in the buildings, adjust controls, start, regulate, stop air handling equipment, and reset temperature controls and steam spray valves for humidity control. Log gauge readings, test water in cooling towers and record results of water condition tests, perform operator maintenance, and replace minor and major parts. Maintain, and repair numerous systems, including but not limited to salt based water softening systems, deionized water system, reverse osmosis systems, and associated pumps, piping, and chemical feed systems. Repairs to large air handling units, rebuild pumps, replace items such as mechanical seals, bearings, valves, pipefitting's, and motors. Repairing insulation, re-packing valves and re-piping systems is also required along with various other. Installs new equipment and systems. Plans and lays out work utilizing blueprints or layout sketches when provided. Determines the tools required and estimates and obtains necessary materials such as pipe, fittings, etc. in the sizes types and lengths needed. Responsible for control wiring and electrical wiring of above systems.
