This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). The primary purpose of this position is to serve as the Director of the Acquisitions and Contract Management Division, providing strategic acquisition leadership and contract administration for the I&A Chief Operating Officer and I&A Leadership. Non-BU: This is a non-bargaining unit position. As a Supervisory Management and Program Analyst (Director of Acquisitions), GS-0343-15, your typical work assignments may include: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Plans, organizes, and executes all procurement and contract management activities for a major program component (the DHS Office of Intelligence and Analysis), to include supervising contracting officers. Develops, recommends, and implements acquisition policies affecting the purchasing and accomplishment of major national programs. Provides long-range analysis of the potential effects of contracting actions on national economic, social, and political objectives. Plans, organizes, and directs the activities of the Acquisitions and Contracts Management Division, ensuring that all functional work areas which comply with legal and regulatory requirements and meets customer needs. Serves as a subject-matter expert and personal advisor to the I&A Chief Operating Officer, works directly with subject matter experts in the DHS Office of Procurement Operations and DHS Office of Selective Acquisitions preparing and documenting activities for major milestones. Reviews and analyzes acquisition and contract management documentation and staffs such documentation with the appropriate staff offices to ensure timely award of all contract requirements. Maintains control and continuous surveillance of assigned projects during all phases of the life cycle. Provides authoritative interpretations of Executive orders, FAR guidelines and directives, and policies and precedents within and across agency lines. Maintains continuous liaison with other IC organizations, I&A organizations, and DHS component offices to ensure acquisition and contract planning is consistent and integrated throughout the homeland intelligence community. Represents the organization on to procurement management requirements on various working groups, senior-level meetings (internal/external) to promote the effective utilization of products and services.
