This position is in the U.S. Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Administration, Office of Financial Management and Transit Benefits Programs, Working Capital Fund. The position has responsibilities for the oversight and broad program management for all functions within the Office of Financial Management and Transit Benefits Programs, Working Capital Fund including planning, budgeting, reporting and resource management.
As a Supervisory Financial Management Specialist, you will: Oversee WCF financial planning, reporting, and resource management processes. Establishes goals, objectives, and initiatives for all phases of the financial planning, reporting and resource management, processes including strategic and annual operating plans. Evaluates effectiveness of the process and, when required, recommends new or improved processes. Tracks initiatives resulting from the financial planning and resource management process and provides periodic reports. Provides oversight on complex financial and accounting operations, and program matters. Establishes annual accountability processes throughout the organization with a formal performance measurement program. Identifies, assesses, and monitors management controls for all offices within the Office of the Assistant Secretary for Administration and ensures A-123 requirements are met. Monitors financial execution and reporting policies that support the goals and objectives of the annual plans. Oversee and directs WCF technical staff to accomplish all aspects of financial reporting to include financial statement audits, accounting operations, year-end close out and functional systems owner support. Ensures coordination with all organizational elements of the Department. Develop improvement plans. and implement policy changes as necessary. Develops and implements policies, instructions and procedures for financial management and billing for multiple interrelated segments of the WCF ensuring that they are consistent with published guidance from the Office of Management and Budget (OMB), Department of Treasury, and other central management organizations of the Federal government. Coordinates administrative programs, policies, and procedures among the WCF, the Operating Administrations, the Office of the Secretary and other Federal agencies which may be impacted as a customer of the WCF. The ideal candidate would be a results-oriented financial manager with experience leading complex fiscal operations within the Federal sector. Expert in aligning budget formulations with agency-wide strategic goals, ensuring 100% compliance with OMB, Circular A-123 and Treasury standards. Proven leader in navigating high-stakes fiscal environments and implementing innovative financial technologies to drive enterprise efficiency.

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
