The incumbent serves as a Branch Manager in the Workforce Development Division. Coordinates national training policies, standards, and procedures pertaining to assigned programs and special projects. As a member of the Division Management Team, works to develop and implement strategies and plans in support of continuous improvement program initiatives. Responsible for overall administration and program direction of branch activities and personnel that support and provide technical training for various FAA Offices including, but not limited to, Flight Standards Service and Aircraft Certification, as well as customers from the Department of Defense, domestic/international aviation businesses and organizations. Applies advanced knowledge of the technical aspects of the work directed to include -interface with the Learning Management System, soliciting annual requirements for training, programming of the annual training program with LOB's adjusting the training program in response to changing requirements, and developing planning scenarios to prepare for or respond to changing circumstances. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish training objectives. Manages budget and either reallocates resources among organizational programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Contacts are primarily within the organization and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/ programs and to plan for the future. May have frequent contact with customers, other government entities and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for the branch, within guidelines. Keeps the division manager and assistant division manager informed of the status of all projects and assignments. Assures the coordination of all functions of the branch with other organizational elements within the agency. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Facilitates regular meetings to build a sense of teamwork within the branch and keep employees informed. Assures all personnel under direction and supervision receive advice, counsel, or instructions relating to both work assignments and administrative matters. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance for success in meeting training goals/objectives; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Interviews candidates for vacant positions, recommending promotions and other personnel actions. We are not accepting applications from noncitizens.
