The incumbent is responsible for the testing of Web applications, ensuring that project schedules and deadlines are met. As the Quality Assurance Specialist, you will: · Create and execute Test Strategies and Test Plans to ensure proper operation and absence of defects. Additional responsibilities include: manage the testing process; provide estimates of new projects, document all defects via an Issue tracking system; report on issues and testing progress to management/project team; run regression tests; recommend improvements to current procedures; attend bug status meetings; and work directly with development teams to ensure all applications meet high standards of qualify. · Plan, develop, organize, administer, evaluate and coordinate a comprehensive computer software quality assurance program for all quality assurance functional program areas. Serve as a technical authority on web site and application Quality Assurance (QA) and Qualify Control (QC) related matters, advising management and staff on the principles and techniques of QA and QC. Perform manual and automated quality control testing on Web sites and applications, testing functionality, markup/standards compliance, content quality, and other aspects related to QA/QC. Logs and tracks defects and Issues. Recommend technical and non-technical solutions to issues and defects. Enforce web quality assurance standards via testing and site reviews. Collaborate with project managers and developers to plan QA/QC procedures during the site planning and development phase. Modify QA/QC testing procedures to comply with changing Institutional and "dot gov” standards and policies. · Develop quality control and quality assurance programs and practices for sites and applications managed by the Office of the Chief Information Officer (OCIO). Program components will include addressing new technical issues, technical testing standards and procedures, quality review processes, web content review processes, and web standards guidance for the Library of Congress internet, intranet, and applications. · Perform overall, in-depth review of web standards compliance, and suitability for deployment of web products and services. Monitor procedures, methods and techniques to ensure acceptable levels of quality. Identify and translate requirements, QA metrics, and fulfill training needs. Coordinate plans for modifications, Installations, test and evaluations, and inspections. Quantitatively or qualitatively evaluate the effectiveness of quality assurance programs or operations in meeting goals and objectives. Establish viable policies for evaluating program effectiveness with the goals of the quality assurance program. The position description number for this position is 171279. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Compflex; or Flextime; or Maxiflex work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
