About the Position: Serves as an Assessment, Monitoring, and Evaluation (AM&E) Program Analyst in the US Southern Command (USSOUTHCOM), Strategy, Policy, and Plans Directorate (J5), Security Cooperation (SC) Division. Lead the assessment, monitoring, and evaluation (AM and E) of Security Cooperation (SC) initiatives and cases to determine their effectiveness and ensure compliance with mandated requirements. Develop, coordinate, and implement strategies and procedures to assess SC initiatives effectively and efficiently. Conduct initial and ongoing performance monitoring to provide regular feedback on the extent to which expected outcomes are being achieved, informing corrective actions. Lead the collection and analysis of current data to comprehend possible outcomes, identify opportunities, mitigate threats, and recognize needs for course correction in plans and activities. Prepare and present comprehensive presentations, reports, and data-driven recommendations to senior military officials to enable analytically informed decision-making. Research and analyze developments, trends, and new legislation related to assessing the effectiveness of security strategies, programs, and policies. Provide authoritative guidance on the implementation of strategic plans for the evaluation of U.S. Government-funded and partner-funded SC programs and projects. Apply various analytical methods, such as cost-benefit analysis and investment assessment, to evaluate the feasibility and efficiency of proposed requirements and assist in decision-making.
