The primary purpose of this position is: In a developmental capacity, serves as a program analyst to assist the Director of Civilian Faculty Programs with the planning, operation, and execution of critical education programs at the United States Air Force Academy. Primary point of contract for the Visiting Faculty Program and the Civilian Faculty Program. In a developmental capacity, participates in conducting projects to study educational program work processes and functions to improve the efficiency and effectiveness of operations. Analyzes and monitors financial allocation and programmatic execution for the Civilian Faculty and Visiting Faculty programs; provides multi-program analyses to support allocation of resources and effective business operations and enables efficient obligation and expenditure of funds. Recommends solutions to identified process and work limitations. Provides assistance and programmatic support to the USAFA Visiting Faculty Program (VFP). Coordinates and assists in completing visiting faculty contracts with national colleges, universities, federally funded research and development centers, government agencies, and other Intergovernmental Personnel Act (IPA) eligible organizations. Gathers, assembles, and performs quality control review of complete candidate application packages from Department/ Staff Agency Heads and departmental representatives. Assists with special projects and participates in various initiatives, studies, analyses, and related activities. Assists in the planning, development, research, and accomplishment of numerous special projects, surveys, studies, budget determinations, assessments, and similar assignments related to organizational programs and higher education. Ensures final products meet acceptable standards of completeness, accuracy, and follow the proper format. Responsible for preparing and coordinating the processing of more than 1,000 AD/GS/FWS and visiting faculty personnel transactions annually. Serves as the primary point of contact and liaison with the personnel flight on civilian Human Resources issues. Stays abreast of current personnel issues and provides explanations of personnel-related requirements, regulations, and procedures to supervisors and managers. Determines the necessary steps to perform the full range of administrative functions associated with recruitment, reassignment, promotions, classification, employee relations, performance management.
