This position is located in the office of the Assistant Secretary of War for Energy, Installations and Environment (ASW(EI&E)) within the Office of the Under Secretary of War for Acquisition and Sustainment (USW(A&S)). The incumbent supports the ASW(EI&E) in formulating, planning, and reviewing the programs, plans, strategies, priorities, and execution of the energy, installations, environment budgets, with a primary focus on installations-related issues. Major duties and responsibilities include, but are not limited to: Leads, manages, and assists the ASW(EI&E) on all matters related to DoW installations, military construction, base closure and reutilization, and environmental matters. Oversees the development of DoW installation policies to ensure that infrastructure is commensurate with the force structure; to improve the effectiveness and efficiency of installation operations; to adhere to regulatory reduction initiatives; to alleviate unnecessary and burdensome requirements on installation commands; to ensure installation facilities adequately support military readiness and quality of life; to realign and/or close installations in a manner that maximizes savings to the Department and encourages the effective and efficient cooperative reuse; and to coordinate activities relating to support of DoW force planning and major national security objectives. Assists the ASW(EI&E), leads, and operates independently in the development of policy and programs that support the President's Management Agenda, DoW Planning Guidance, Secretary of War priorities, and USW(A&S) goals. Assists the ASW(EI&E), leads, and operates independently in planning programs to structure the most meaningful and effective energy-related strategies to ensure military superiority and to support our economic security. Works with the energy executives from the Military Departments and War Agencies. Appears as a principal DoW witness at Congressional hearings. You must be a U.S. citizen to qualify for this position. All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required. In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI). You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
