Typically exercises direct responsibility for completing tasking as part of the management of large, complex projects or programs. Identifies quality data sources for use in analyzing issues and assessing the impact of regulatory changes and proposing rulemaking changes/initiatives. Plays a lead role drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Undertakes extensive analysis to conduct studies and prepare reports addressing complex transportation industry problems. Formulates recommendations, policies, or plans to solve problems or to interpret conditions. Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Often represents FAA as a senior technical point of contact on projects, programs, and other work activities. Presents briefings to obtain consensus/approval of FAA economic analyses. Provides advice, guidance, and assistance to the manager and key management officials. Leads multifunctional development projects in software analysis, design, development, and implementation for new systems or major enhancements to existing systems. Drafts project plans, identifies resource requirements, assigns tasks to project members, and reports on progress.
