This National Guard position is for a FINANCIAL MANAGEMENT ANALYST -Title 32, Position Description Number D2371P01 and is part of the WI USPFO, Wisconsin National Guard. As a FINANCIAL MANAGEMENT ANALYST -Title 32, GS-0501-9, you will provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of the WIARNG. This position serves as the subject matter expert for day-to-day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. The incumbent is responsible for possessing extensive knowledge of all pay operations managed by the Pay and Exam Branch and is expected to resolve the most complex pay issues through thorough research, review, and application of current and prior pay and tax laws, regulations, and entitlements. The role requires consistent application of all relevant pay and tax policies to each case while ensuring all work is processed in accordance with established guidelines, regulations, and procedures. The incumbent must be able to communicate effectively with all levels of the State's command structure as well as external agencies, including Financial Services and the National Guard Bureau. Additionally, the position assists in training and developing the Financial Services Technicians assigned to the section and performs other duties as assigned. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
