Located within the Office of the Secretary under the Office of the Assistant Secretary for Budget and Programs, the Director of the Office of Financial Management serves as the Department-level lead for establishing and administering key financial operations.
The Director, Office of Financial Management: Is responsible for ensuring the Department complies with accounting principles, standards, guidance and financial system requirements issued by the Office of Management and Budget (OMB), Department of Treasury, the Government Accountability Office, and the Federal Accounting Standards Advisory Board. Leads the Department's financial reporting and annual financial statement audit. Establishes internal controls and cash management policies while overseeing administrative funds control procedures approved by the Office of Management and Budget (OMB). Manages Department payroll operations and directs civilian travel policy in full compliance with Federal Travel Regulations (FTR). In this executive capacity, the Director provides strategic guidance and technical expertise to operating administrations, driving continuous improvement and fiscal integrity across the organization. Is responsible for bringing the Department's Financial Management Systems (including mixed financial systems) into conformity with federal financial management requirements and standards. Proposes options for the implementation of Federal financial policies and practices associated with the issuance of new and revised Departmental Financial Management Policies, including the analysis of proposed and final government-wide standards. Actively assesses the value and need for additional Departmental guidance in implementing these standards and policies. Recruits, trains, and supervises a staff of systems and financial analysts who are familiar with the operation of departmental programs, their laws, policies, and needs, from both financial management and customer perspectives. Represents the Department at meetings and conferences on financial management and serves on various financial management committees and working groups, with central federal agencies such as OMB, Treasury, and GAO, and on financial management issues with the Transportation Office of Inspector General. Guides the Financial Management staff in developing and implementing internal policies, while analyzing and providing comments on pending or proposed legislation impacting financial management.

PRESENTATION: Applicants may be asked to prepare and present a presentation, provide a presentation on a scenario-based situation or a similar activity as a part of the applicant evaluation process. DRUG TEST: This is a drug testing position. You will be required to complete a drug test upon entry of this position and are subjected to at random drug testing.
